I like the line art here. All the junk and all of the details in the houses. Perhaps you could try a lower angle shot. As though you're a citizen standing on an area thats slung below the city, but looking up, through the junk, you can see the upper art of the city rising out of the surface? The flags flapping in view? Perhaps something like this kind of view...
